ESSE started exploring and controlling the tariffed parking on public roads in the city of Espinho on 19 March 2009, during a period of 20 years.
For residents of Espinho the ESSE provides a Resident Card for housing that allows the car park, no time limit, in areas marked as preferentially aimed at residents within the paid parking zone.
This card is available to all residents who do not have garage or parking place in housing. Each card can have two vehicles / registrations allocated, however can be parked only one at a time.
The Resident Card must always be visible in parked car and at the end of each calendar year has to be renewed.
For obtaining and renewing Resident Card the following documents must be provided:
. Citizen card (need the PIN of the card) or Driving Licence or in case of foreigner residence permit issued by the SEF;
. License plate certificate, or Title motor vehicle Property Registration in the situations mentioned and, when applicable:
. Contract that titles the acquisition to retention of title;
. Contrato de locação financeira ou de aluguer;
. Statement issued by the owner, purchaser with reservation of ownership or vehicle of the lessee, which titrate the grant of use or enjoyment of it, of stating the name and address of the applicant and the registration of the motor vehicle, accompanied by the Certificate of Registration or title property Registration Agreement or which headlines the acquisition to retention of title, leasing or rental vehicle;
. Statement of the respective employer stating the name and address of the applicant, registration of the vehicle and the respective employment contract, accompanied by the registration certificate or title of property registration, leasing or rental of the vehicle.
The documents submitted must be updated and must contain the address under which the resident card is required.
The fee for obtaining this card is 15 € per year.
